This tutorial is basically the same as the mirrored text effect with the exception that instead of text you use an image. You may have run across this effect on sites like Forget Foo and CSS Remix.
1. Start by creating a new file with a white background. You can use whatever dimensions you need. Your image will likely have to longer than it is wide to allow for the mirror effect.
